Short answer
High engine revs with poor progress — especially on hills — is the classic symptom of a worn drive belt or a worn clutch on a gas golf cart. You can inspect the belt for glazing, cracking and fraying yourself with the engine off and cool. You should not disassemble a drive or driven clutch: they contain compressed springs that can release with enough force to cause serious injury, and they need the correct puller and compressor.
A gas golf cart does not have gears. It has a continuously variable transmission made of two pulleys — a drive clutch on the engine and a driven clutch on the transaxle — with a belt between them. As engine speed rises, the drive clutch squeezes shut and the belt rides higher, changing the ratio.
That means the belt is not an accessory. It is the transmission. When it wears, the symptom is not a noise; it is the cart revving hard and going nowhere in particular.
The symptom that points here
- Engine revs climb but road speed does not follow, especially on an incline.
- The cart pulls away sluggishly and then catches up.
- A squeal or burning-rubber smell under load.
- Juddering as the cart pulls away.
- It performs acceptably on the flat and gives up on any hill.
This last one is the reason belt wear is so often misdiagnosed as an engine problem. Climbing is the hardest thing a cart does, so a slipping belt shows up there first and nowhere else.
What you can check yourself
Engine off and cool. The exhaust on a gas cart stays hot long after the engine stops.
Open the access panel and look at the belt:
- Glazing. A shiny, hardened surface instead of a matt one. A glazed belt cannot grip.
- Cracking across the ribs.
- Fraying at the edges, or missing chunks.
- Width. A worn belt is narrower than a new one and sits deeper in the pulley. If you have a new belt to compare against, the difference is obvious.
- Debris. Sand, grass and cut belt material packed into the clutch faces.
Also worth noting: whether the belt is the correct part for the model. A belt that is nearly right is a common cause of poor performance after someone else's repair.
Belt or clutch?
Both produce the same headline symptom, which is why the distinction usually needs someone who works on these regularly.

Why we do not publish a clutch procedure
Golf cart clutches contain a compressed spring. Taking one apart without the correct compressor and puller can release that spring with enough force to cause serious injury, and reassembling one incorrectly puts a rotating assembly back on the cart in an unknown state.
Belt replacement itself also involves working around that assembly, and on most carts requires the drive clutch to be opened or the belt to be forced over a sheave under tension.
This is a bounded, inexpensive job for a shop or a mobile provider who does it routinely. It is a genuinely bad first project.

When to call a professional
- The belt looks worn, or you cannot tell.
- A recently replaced belt has failed again.
- Juddering, creeping at idle, or squealing under load.
- Anything that would require opening a clutch.
- Any burning smell that does not clear once the belt is inspected.
What to tell the provider
- Make, model, year and engine size if known.
- Engine hours if the cart has a meter.
- Whether the problem is constant or only under load.
- When the belt was last replaced, and by whom.
- Whether the cart creeps at idle.
- Any noise, and whether it changes with engine speed or road speed.
